This site is published by WJB Services, Inc. dba Bollinsure Insurance Services, an independent insurance brokerage licensed by the California Department of Insurance under agency licence 0D94699. Best Group Benefits is its California group benefits practice. “We” and “us” mean that company. By using this site you agree to these terms. If you do not agree to them, please do not use the site.
What this site is
It is an information and quote-request site for California employers looking at group health and ancillary benefits. It is not a carrier, not an exchange, and not a policy administration system. Nothing here is legal, tax, compliance, or benefits advice for your specific situation, and none of it is a substitute for reading the carrier’s own plan documents.
Estimates and indications are not quotes
The cost estimator on the quote page is illustrative. It is built from published California small-group rate ranges and the three factors California allows carriers to rate on — age band, ZIP code and plan tier — and it does not know your census. It is there to answer “roughly what are we talking about” without anyone having to identify themselves.
Nothing on this site, and no email we send in reply to a website submission, is a quote, an application for insurance, a binder, an offer to insure, or a guarantee of coverage, price, or eligibility. A quote request submitted here is not a bindable application. It does not place, change, renew, or continue any coverage, and it does not give notice of a claim or a cancellation. Coverage begins only when a carrier says so in writing, on the carrier’s own forms, and never before.
The brokerage relationship, and how we are paid
We are an independent broker. No carrier owns us, and we are appointed by the carriers we quote. Carriers pay our commission out of their state-filed rates, so you pay us nothing for a quote, and we print the commission amount on the quotes we send you. Using this site does not by itself make us your broker of record; that happens only when you sign a broker-of-record letter, and you can revoke it.
Submitting a quote request
A quote request is a request that we go and ask carriers for rates. We may need more from you before a carrier will respond — usually a full employee census. We will tell you if your request cannot be quoted, and there is no charge either way. You are responsible for having the authority to submit information on behalf of your business, and for the accuracy of what you submit; carriers rate and underwrite on what they are given.
Electronic records and signatures
When you type your name into the signature field and submit, you are signing electronically. You agree that the typed name, together with the wording you agreed to and the date and time of submission, has the same legal effect as a handwritten signature under the federal E-SIGN Act and California’s Uniform Electronic Transactions Act, and that we may deliver notices and documents relating to your request electronically. You can withdraw consent to transact electronically at any time by calling or emailing us, and we will complete the request on paper instead.
Calls, texts and email
Giving us a phone number lets a licensed broker call you back about the request you made. Separately, and only if you tick the box for it, you may give express written consent for us to contact that number with calls and text messages about group benefits, including calls or texts placed using an automatic telephone dialing system or an artificial or prerecorded voice.
That consent is optional. It is not a condition of getting a quote, of purchasing any goods or services, or of anything else on this site, and we will quote your group either way. Message frequency varies. Message and data rates may apply.
You can withdraw consent at any time and by any reasonable means — reply STOP to a text, reply HELP for help, tell the broker on a call, email reviews@bollinsure.com, or call 562-COVWELL. We honour it promptly and in no case more than ten business days after you tell us, and withdrawing consent for one kind of message withdraws it for all of them unless you tell us otherwise. We record and honour do-not-call and do-not-text requests.
What we ask of you
- Give us accurate information — and correct it if it changes before coverage is placed.
- Only submit what you are entitled to submit — do not send another person’s personal information through this site without their authority.
- Do not send sensitive documents through this site — no Social Security numbers, no financial account numbers, and no medical, health or claims documents. Nothing on this site asks for them. If a carrier needs them, they go to the carrier on the carrier’s own secure form.
- Use the site normally — no scraping, no automated submission, no attempt to interfere with the site or with anyone else’s use of it.
Third-party sites and integrations
This site links to carriers, to benefits administration platforms we integrate with, to the California Department of Insurance licence lookup, and to Google. Those sites are run by other people under their own terms and privacy policies. A link is not an endorsement of everything on the other end of it, and we are not responsible for their content or their practices.
Intellectual property
The text, layout, code and graphics on this site belong to WJB Services, Inc. dba Bollinsure Insurance Services unless marked otherwise. Rate figures, statutory requirements and carrier facts are facts and nobody owns them; the way they are written up here is ours. You are welcome to read, print and quote from these pages with attribution. Republishing them wholesale is not permitted.
Disclaimers
The information on this site is general, and current only as of the date it was published or last reviewed. Group health rules, rates, provider networks and carrier participation change constantly, and a figure that was right last quarter may not be right today. The site is provided as is. We do not warrant that it will be uninterrupted or error free, and we do not warrant that any particular carrier, plan, network or price will be available to your group.
Limitation of liability
To the extent California law allows, we are not liable for indirect, incidental, special, consequential, or punitive damages arising out of your use of this website, or for any loss arising from reliance on general information published here rather than on advice given to you by a licensed broker about your own group. Nothing in these terms limits any liability that California law does not permit us to limit, and nothing here reduces our obligations to you as a licensed insurance broker or under the California Insurance Code.
Governing law and where disputes go
These terms are governed by the laws of the State of California, without regard to its conflict-of-laws rules. Any dispute arising out of this website belongs in the state or federal courts located in Ventura County, California, and we each agree to that venue.
Changes to these terms
If we change these terms, we will update this page and the date at the top of it before the change takes effect. Continuing to use the site after that means you accept the change.
